Provides financial aid for food, rent, clothing, shelter, etc. to qualifying individuals or families of low income under severe financial pressure from disaster, catastrophic illness or family breakup. Also, provide WIC, child care expense assistance, and provides financial assistance which enables people who are aged, blind or have a disability, are limited in their ability to care for themselves.
