Provides cross-cutting support to other departments in the form of community engagement, provides immigration resource support by pointing out services to the refugee and immigrant population, connects clients to job training and opportunities through the ON-RAMP program and provide services to the older refugee populations including citizenship and naturalization help, social events and identifying services they may need.

Currently operating a 24/7 phone line to help connect refugees and immigrants with Limited English Proficiency to a RISE case manager in their preferred language for guidance and support: 315-214-4480 Provides advocacy for immigrants to become productive members of society while maintaining their cultural identity. Promotes self-sufficiency through employment, education, social support, and economic independence. Offers ESL classes, case management, interpretation and translation, and job placement assistance. A collaboration with the Ethiopian Community Development Council offers health monitoring as well.
