The New York State Animal Population Control Program has services to help spay or neuter companion animals for New York State residents who are either receiving public assistance or who have adopted their dog or cat through a NYS qualified shelter or protective association. Individuals are given notification of these services via a current certification letter from public assistance, or at the time of adopting an un-spayed or un-neutered dog or cat from a qualified shelter they also receive an application. The program is only available to individuals who meet either criteria. They must include a current certification letter or a current adoption agreement with the application submitted for the APCP voucher.
