Serves veterans in 18 Central New York counties through the Syracuse center and community-based outpatient clinics in Auburn, Binghamton, Carthage, Cortland-Ithaca, Massena, Oswego and Rome.To arrange transportation from outlying areas to the Syracuse Center, 607-591-7425.Eligibility for most VA benefits is based upon discharge from active military service under other than dishonorable conditions; some benefits require wartime service.
