Persons age 18 years or older can legally obtain and possess hypodermic needles and syringes without a medical prescription through ESAP.Registered pharmacies may not advertise availability of hypodermic needles or syringes without a prescription, store them where they are available only to pharmacy staff and cooperate in a program assuring safe disposal of used hypodermic needles or syringes.ESAP-provided items are accompanied by an insert explaining proper use, risk of blood-borne diseases, proper disposal, dangers of injected drug use, access to drug treatment and information about HIV/AIDS.
