Families with pregnant mothers or parents of a child less than 90 days old at the time of enrollment. Families can remain enrolled in the program until their child is 5 years old.

Program offers home-based services to expectant families and new parents, beginning during the prenatal period or shortly after the birth of the child. Participating families are screened to identify risk factors and stresses that they may face, and are offered long-term in-home services until the child enters school or Head Start.
