Tompkins Community Action is a Community Action Agency and an umbrella agency for a variety of Community Action Programs (CAPs). All programs are targeted to help low-income residents achieve self-sufficiency.TCAction has a money management program which is free and on-going for anyone involved with a TCA/ EOC or Head Start program.
