Buffalo Water customers who have a past due debt. All past due customers with a balance of $250 or more are eligible for a payment plan. Eligibility for annual discounts is determined by annual income in accordance with Housing Urban Development (HUD) Income Limits. Service Area: City of Buffalo.

PromisePay is an online service that makes it easy to pay off one's total utility balance and become debt-free. PromisePay works with Buffalo Water to offer flexible payment plans on past due balances. Assistance may include:
  • Discounts on future water and sewer bills
  • Interest-free payment plans
  • One-time grants and credits
Annual discounts available include $60 on sewer and $106 on water for low income customers; $90 on sewer and $144 on water for very low income customers; and $106 on sewer and 36% of water bill for senior citizen customers with Enhanced STAR tax exemption. Low income and very low income categories are determined by annual income in accordance with Housing Urban Development (HUD) Income Limits.
