Eligibility
To bring a civil action in City Court, the plaintiff or the defendant must either:
  • be a resident of the City of Syracuse or be a resident of a town contiguous to the City of Syracuse; or
  • have regular employment within the City of Syracuse; or
  • have a place for the regular transaction of business within the City of Syracuse
