The Authority has 306 Housing Choice vouchers (Section 8) for Cortland County to help people rent private apartments. With these vouchers, tenants pay a maximum of 40% of their income for rent and utilities. The balance is covered by a federal subsidy.

Embury Apartments is a 192 unit apartment complex opened in 1972 to serve low to middle income independent seniors. It is a 14-story building with elevators. Pets are allowed. Studios, one-bedroom and two-bedroom apartments are available. Each apartment has an emergency pull cord. There are resident lounges, laundry facilities, vegetable and flower gardens, and a library of books and DVDs and educational and cultural programs.. It is on the bus line and a shopping bus is available. There is a security staff and there are no steps or stairs.
