Emergency Assistance - ECDSS
Assists eligible individuals in a crisis by issuing one-time, non-recurring payments to meet emergency situations. The unit may assist with security agreements to landlords, extermination fees, moving or storage expenses, and utility arrears payments to avoid shut-offs or to restore service.
Financial assistance is made in the form of a loan for utility shut-off, evictions, moving/storage expenses, property repair, rental assistance, mortgage assistance, and foreclosure. A security agreement is provided to landlords instead of a security deposit.
Emergency and immediate needs assisted include:
- Shelter Arrears

Home Energy Assistance Program (HEAP) components include Regular and Emergency benefit assistance towards heating and electricity costs, furnace repair, replacement, clean and tune, and cooling assistance. All approved benefits result in a credit on the heating or electric bill, or a delivery of fuel, equaling the benefit amount. Programs run annually until funding is exhausted.

The Emergency HEAP Benefit is closed.
The Heating Equipment Repair & Replacement (HERR) Benefit is open to individuals aged 60 and older who own and reside in their own home. Eligible homeowners can apply to repair or replace their furnace, boiler, or other direct heating equipment necessary to keep their home's primary heating source working. Benefit amounts are based on the actual cost incurred to repair or replace essential heating equipment: $4,000 for a repair and $8,000 for a replacement.
The Clean & Tune Benefit is closed. Applicants must meet all HEAP eligibility criteria in order to be eligible for the Heating Equipment Clean and Tune benefit.
The Cooling Assistance Benefit is closed. Applicants must meet all HEAP eligibility criteria and a household member must have a medical need in order to be eligible for the Cooling benefit. All applicants are required to provide medical documentation that their medical condition is exacerbated by extreme heat, unless there is a vulnerable member in their household. This is defined as being over the age of 60 or under the age of 6.
