HOME ENERGY ASSISTANCE PROGRAM (HEAP) | GREENE COUNTY DEPARTMENT OF SOCIAL SERVICES

Provides financial assistance to help low-income households meet home energy costs.

Regular Benefits range from $20 to $500. Amounts depend on income, age of household members, energy costs and shelter situation. Typically it is a one-time only benefit during the program year.

Emergency Benefits are available for persons who are eligible for HEAP and have an energy-related emergency such as a power shutoff, less than tank oil, kerosene or propane or have less than 10 days' supply of wood, pellets or coal. Applicant households must meet a resource test. Benefit amounts vary. Typically it is a one-time only benefit during the program year.

Heating Equipment Repair or Replacement Benefits are available to repair or replace a furnace, boiler, or other direct heating equipment necessary to keep the home's primary heating source working.

Cooling Assistance Benefits are available to purchase and install an air conditioner or a fan to help keep the home cool. Individuals must have already received a regular benefit greater than $21 and have a documented medical condition that is exacerbated by heat.

Clean and Tune Benefits are available to clean the household's primary heating equipment, but may also include chimney cleaning, minor repairs, installation of carbon monoxide detectors or programmable thermostats, if needed, to allow for the safe, proper, and efficient operation of the heating equipments. Benefit amounts are based on the actual cost incurred to provide clean and tune services, up to a maximum of $400.

Home Energy Assistance Program (HEAP) - Niagara Falls - NCDSS

A federally funded program administered by New York State to assist low income families with their energy needs. Multiple components are available to residents while funding is available. Home Energy Assistance Program (HEAP) components include Regular and Emergency benefit assistance towards heating and electricity costs, furnace repair, replacement, clean and tune, and cooling assistance. All approved benefits result in a credit on the heating or electric bill, or a delivery of fuel, equaling the benefit amount. Programs run annually until funding is exhausted. The Regular HEAP Benefit is open. The Emergency HEAP Benefit is closed. The Heating Equipment Repair & Replacement (HERR) Benefit is open to individuals aged 60 and older who own and reside in their own home. Eligible homeowners can apply to repair or replace their furnace, boiler, or other direct heating equipment necessary to keep their home's primary heating source working. Benefit amounts are based on the actual cost incurred to repair or replace essential heating equipment: $4,000 for a repair and $8,000 for a replacement. The Clean & Tune Benefit is closed. Applicants must meet all HEAP eligibility criteria in order to be eligible for the Heating Equipment Clean and Tune benefit. The Cooling Assistance Benefit is closed. Applicants must meet all HEAP eligibility criteria and a household member must have a medical need in order to be eligible for the Cooling benefit. All applicants are required to provide medical documentation that their medical condition is exacerbated by extreme heat, unless there is a vulnerable member in their household. Provides a fuel-blind grant of $501 to assist with household energy expenses. Care & Share is available to residents of New York's upstate counties and can be received once per heating season. The program is administered by National Grid and provided by HeartShare, who partner with local sites to accept applications.

Care & Share was founded by National Grid in 1981 to help low-income families and individuals with elevated bills meet their monthly payments. This year, HeartShare Human Services of New York was asked to administer the fund. Together, HeartShare and National Grid will assist hundreds of families each heating season, which starts January 7, 2013.
