Provides legal assistance for people who want to petition the court to transfer the right to collect wages earned by their ex-spouses to themselves in cases where the ex-spouse is under court order to pay child support and fails to pay as required. Under this arrangement, the amount of the child support check is taken from the delinquent parent's paycheck and sent directly to the parent who has custody of the child.
