Focuses on creating asset development opportunities for both residents and entrepreneurs. Assists individuals in growing and investing in their communities by providing lending capital, training, consulting, technical assistance, seminars, workshops, and low-cost business rental space to new and existing businesses that would otherwise lack access to these services. Assists area residents in developing asset based thinking by providing financial literacy training, basic budgeting, and home appliance loans to combat predatory lenders. Loan programs and Cottage Industry Assistance Program target low to moderate income existing and prospective individuals. Chautauqua Microenterprise Loan Fund and the Women and Minority Microenterprise Loan Fund Programs help small businesses by providing small business start up and expansion loans. The small business incubator offers small businesses an opportunity to grow and stabilize with subsidies around rent, business services, and technical assistance. Program site serves as a Warming Center during times of excessive cold and as a Cooling Center during times of excessive heat. The Elder Advocacy Program acts as a single point-of-entry for elder abuse survivors, assessing their needs and providing appropriate legal and non-legal services to end abuse and empower survivors.

Provides help with problems relating to housing/homelessness, evictions, foreclosure, domestic violence, orders of protection, family law issues (with referral from the family court), re-entry, unemployment insurance denials, Supplemental Security Income (SSI) denials, government benefits, public assistance, SNAP, and other legal problems. Program can help people who may have collections issues, wage garnishments, frozen bank accounts, debt court cases or judgments related to credit card debts, medical debts, student loans, car loans, utilities collections, lines of credit, charge accounts, and foreclosures.

Provides help for homeowners who are either currently in either mortgage or tax foreclosure or for whom foreclosure is imminent. For those facing foreclosure, efforts are coordinated with local housing counseling agencies and banks to address financial and employment issues and to secure mortgage modifications, repayment plans, or forbearances before the initiation of any legal process. For those who have been served, LABB represents homeowners in active foreclosure proceedings.
