HEALTH INSURANCE INFORMATION COUNSELING AND ASSISTANCE PROGRAM HIICAP | ORANGE COUNTY OFFICE FOR THE AGING

HIICAP provides free, accurate and objective information, counseling, assistance and advocacy on Medicare, private health insurance, and related health coverage plans. HIICAP helps people with Medicare, their representatives, or persons soon to be eligible for Medicare. In person, or over the phone, trained staff and volunteers will answer your questions.

Senior Benefits Information Centers (SBICs) help adults 60 and older, and those caring for the elderly, achieve a better understanding of Medicare health plans and prescription drug coverage (Part D prescription drug coverage, Medicare Advantage, Medic-Gap). Information and counseling is provided about different types of government programs, including federal and state financial assistance programs, and county-wide benefits. You can meet one-on-one with a trained counselor at one of our library-based locations. Spanish interpreter can be made available by appointment.

Provides a full range of entitlement counseling, including Medicare, Medicaid, Veterans Benefits, tax abatement, educational lectures, and on-going care givers support groups. Program also includes a referral service for home care assistance and non-emergency medical transportation. A food pantry is available to those who are eligible on Wednesdays and Fridays.

Helps individuals and families to check their eligibility for health insurance through the health insurance marketplace and sign up for health care programs such as the Essential Plan, Medicaid and Child Health Plus. The annual open enrollment period begins in Fall for coverage effective the following year. Individuals and families can enroll in coverage after the open enrollment period ends if they qualify for a special enrollment period by experiencing a qualifying life event, such as getting married or having a child. Individuals eligible for the Essential Plan, Medicaid or Child Health Plus and American Indians/Alaskan Natives can enroll at any time during the year. Small businesses may enroll at any time during the year.

An organized marketplace developed by New York State to help people shop for and enroll in health insurance coverage. Individuals, families and small businesses can use the Marketplace to help them compare insurance options, calculate costs and select coverage online, in person, or over the phone. The Marketplace also tells what type of financial assistance is available to applicants to help them afford health insurance purchased through the Marketplace. It also helps people to check their eligibility for health care programs like the Essential Plan, Medicaid, and Child Health Plus and sign up for these programs if they are eligible.

Health Insurance Facilitated Enrollment - Millard Fillmore Suburban Hospital

Helps people get health insurance for themselves and their families and offers a convenient way for people to learn about available health insurance programs in their community. Facilitated Enrollers are trained as experts to screen and determine eligibility for all government insurance programs. They will help the patient gather the necessary documentation and represent the patient at the Department of Social Services. Facilitated Enrollers can help patients apply for Medicaid, Child Health Plus, Prenatal Care Assistance Program (PCAP), and State Aid.
