HIICAP provides free, accurate and objective information, counseling, assistance and advocacy on Medicare, private health insurance, and related health coverage plans. HIICAP helps people with Medicare, their representatives, or persons soon to be eligible for Medicare. In person, or over the phone, trained staff and volunteers will answer your questions.

Administers Social Security Trust Fund to provide retirement, disability or death benefits to insured workers or their dependents/survivors medicare for aged 65 and over Supplemental Security Income (SSI) for the needy over 65, blind or disabled. In collaboration with New York State Community Service Society, assist people who are enrolled in New York State Medicaid manage care plans and those who receive long-term care services; such as questions regarding Medicare and Medicaid programs for those receiving long-term care, managed care option, help to resolve problems with plan and providers, help in lodging complaints or appeal health care decisions. Medicaided Facilitated Enrollment Program is also offered for the aged, blind and disabled to assist in enrolling and receiving insurance programs, such as Medicaid, long term care (for homecare) enrollment, Medicaid recertification, Medicare Savings Program.
