Manages day-to-day operations of county government and all its departments. As the county's budget officer, the County Administrator oversees and coordinates the administration and implementation of the annual budget adopted by the Cortland County Legislature.
County Court handles prosecution of all crimes committed within the county. It also has limited authority to hear civil cases involving monetary awards of $25,000 or less.It has exclusive authority to handle trials in felony matters and shares authority with the local city, town and village courts to handle trials in misdemeanor cases (offenses punishable by less than one year in prison) and other minor offenses and violations.

Provides technical training and coordination of Emergency Medical Services.
Acts as an advocate for all county youth under age 21; assists not-for-profit agencies, organizations, and municipalities to carry out programs for youth; acts as a conduit for state aid from the New York Office of Children and Family Services (OCFS) and conducts an annual funding process to distribute those funds. Also conducts various outreach efforts throughout the county; conducts needs assessment and planning activities; and maintains an extensive up-to-date website on youth services available throughout Chautauqua County.
