The NYSDDPC Council is comprised of Governor-appointed volunteers. More than 60% of these volunteers must be individuals with developmental disabilities or family members. Other members include NYS State Agency representatives, UCEDD representatives, and representatives of the Protection and Advocacy System. In addition, a small staff of New York State employees supports the efforts of the Council in fulfilling its mission.

The Health Planning Council is a program of the Human Services Coalition committed to improving the health and well-being of Tompkins County residents. By convening stakeholders across multiple sectors and providing a neutral forum to exchange ideas, HPC promotes collaboration, alignment of resources, and shared leadership to achieve the common goals. HPC administers the Tompkins Health Network, a rural health network program focused on improving access to health care, coordination of services, and ensuring equitable health outcomes for all people.Health Planning Council has an Advisory Board of Directors and implements its work plan through standing committees and ad hoc work groups. It oversees programs and services that improve access to health care and reduces disparities including the following direct service programs: Health Insurance Navigation, Community Health Advocates.
