The division examines, files and maintains numerous documents vital to business and state government including state and local laws, oaths of office, trademarks, certificates of incorporation, and Uniform Commercial Code Article 9 financing statements. The Division is also responsible for the authentication of public documents for use in other countries.

An outreach program for recipients of mental health services in Niagara County. Consumers are encouraged to become involved in decisions made regarding the services they receive for their illness. A monthly meeting is hosted by the MHA to allow consumers and service providers the opportunity to meet and discuss local planning of services.

Provides regional planning for services, regulatory oversight to all licensed drug and alcohol programs, and oversight of prevention, recovery and housing services that provide OASAS services.

Provides a variety of services related to the state's Uniform Fire Prevention and Building Code and the State Energy Conservation Construction Code. In close coordination with community officials, DCEA oversees the enforcement practices of local governments in matters pertaining to building construction, fire prevention and energy conservation. Division staff also provides technical and educational assistance to local jurisdictions, administers variances, and serves as secretariat to the State Fire Prevention and Building Code Council.
