HIICAP (Health Insurance Information, Counseling, & Assistance Program) provides seniors (especially Medicare beneficiaries) with free, unbiased information and assistance relating to health insurance. A HIICAP Counselor can help clients understand their medical bills and health insurance policies, and provide information on Long-Term Care Insurance and Medicare Managed Care.

Environmental Health is responsible for routine inspections of all food service establishments in Schenectady County. This includes restaurants, bars, taverns, caterers, and fast food establishments. Inspections are completed on a risk-based schedule. One to two inspections are completed per establishment each year. Priority is given to higher risk establishments.The unit is also responsible for investigation of all food service illness and/or general food service complaints.

Advocates for quality, affordable and accessible child care in legislation and public policy for children and families. The Council collaborates and works with other child care organizations and community groups, schools, etc. to educate about and support high-quality child care.Child Care Council of Nassau outreaches to families via numerous organizations and agencies in the community through a variety of venues, including those that serve the Hispanic population (agency events, community fairs, libraries, churches, etc.). Families learn of various workshops, seminars, and webinars related to parenting in the community through email alerts from Council.Council actively participates with other child care and early education agencies in statewide efforts to create a cohesive and comprehensive agenda in Nassau County and Albany, and for clarification, support, and dissemination of statewide information.

Helps individual with complaints when they feel that their constitutional rights have been violated.

Provides planning, coordination, and support for the positive development of youth through non-profit agencies and community organizations. Provides funding for youth programs in the community and administers a summer food program (see separate listings). Also offers networking, advocacy, and information and referral.

Offers temporary help for individuals and families in need while they work towards self sufficiency. Will assist with security deposit or first month's rent, but not both. Responsible for paying for and assisting in the scheduling of burials for residents of Montgomery County who die without funds or family to arrange and pay for a burial. Family Assistance (FA) provides money for families with children. Cash benefits are limited to five years in a recipient's lifetime. After five years, a Family Assistance recipient may continue to receive benefits if an adult is disabled and cannot work or may be required to apply for assistance through the Safety Net category. Safety Net Assistance (SNA) provides money for basic living expenses for single adults and childless couples (or families who have used up their five-year limit of FA). Cash benefits are limited to two years in a recipient's lifetime. After two years, the non-cash Safety Net Assistance voucher system provides benefits. Emergency Temporary Assistance through Emergency Assistance for Families (EAF) or Emergency Safety Net Assistance (ESNA) provides assistance for crisis situations including evictions, moving expenses, utility shutoffs, and diversion payments to help individuals avoid the need for ongoing assistance. Individuals do not need to be on public assistance to receive Emergency Temporary Assistance.

Responsible for developing, maintaining, and operating the system of aqueducts, reservoirs, channels, pipelines, mains, laterals, curb boxes, and pumping and purifying equipment by which the community's water supply is obtained, treated, stored, and distributed to consumers in the Village of Port Leyden. Responsible for the operation, inspection, maintenance, and repair of the pipes, drains, and manholes that constitute the sewage collection system which transports liquid waste to treatment facilities.

Serves as a liaison for and facilitator of emergency response training. Provides emergency planning, preparedness, response and recovery efforts during an emergency also has listings of hazardous materials. Assigns house numbers so residents can better be located in an emergency.

Provides home checks for local residents on vacation or when homes will be left unattended, assist with doors and/or windows which may have been left open or unlocked. Residents must provide all home information (who is allowed to enter the house, pick-up mail, newspaper, etc, and contact numbers). Also will check the home if reported that some one is has not answered phone calls, mail or newspapers are piling up, etc.

Offers various recreational and socialization services, outreach programs as well as peer support and role model programs.

The Cohoes Family Care MOMS Program is an educational program for pregnant women. Provided are pregnancy tests, assistance in completing Medicaid applications, access to prenatal and primary care, free childbirth and breastfeeding education, along with pregnancy and infant care education Also provided are referrals to community agencies as appropriate, such as WIC or the local Department of Health. Crisis counseling on issues such as domestic violence, child abuse and mental health issues is also provided.
