A federally funded grant program designed to help families stay safe from lead. Homes built prior to 1978 could contain lead-based paint. When small children are exposed to lead it can cause behavioral problems, damage to organs, and learning problems. Homeowners and renters in Niagara Falls and Lockport may qualify for free or low-cost lead-based paint control and housing improvements. Potential items that qualify include replacement windows, replacement doors, fresh paint, aluminum trim, and more. Application to this program is open to any household with a child under 6 (either living in the home or frequently visiting). Assistance is available to determine if applicants meet the income and eligibility requirements. Rental property owners are encouraged to apply as well.

Qualified students receive services from Franziska Racker Centers, such as therapy, psychiatric services, crisis intervention, family support/therapy and case management.

Provides HEAP grants that are used to supplement annual energy costs. Funds can only be sent to primary heating supplier and can be used to pay for electricity, propane, natural gas, wood, oil, kerosene, coal and any other heating fuel. Emergency HEAP grants may also be available to eligible households with a shut-off notice or for those running out of fuel such as propane, wood, oil, kerosene or coal. Also provides assistance with replacement or repair of primary heating source.

The Foster Care Homefinding Unit is responsible for securing placements in foster homes for children who are in the custody of the department and recruiting and training new foster and adoptive parents.
