The Low-Income Home Energy Assistance Program (HEAP) is a Federally funded program that assists eligible households in meeting their home energy needs. If eligible, you may receive one regular HEAP benefit per program year and could also be eligible for emergency HEAP benefits if you are in danger of running out of fuel or having your utility service shut off. The 2024-2025 Regular HEAP benefit opened on November 1, 2024. The 2024-2025 First and Second Emergency is scheduled to open January 2, 2025. The 2024-2025 Heating Equipment Repair and Replacement benefit opened on October 1, 2024. The 2024-2025 HEAP Clean and Tune benefit opened on October 1, 2024. The 2024-2025 Cooling Assistance Benefit is schedule to open on April 15, 2025.

Provides energy conservation measures and health and safety measures which include: reducing fuel consumption and other minor repairs related to energy needs, appliance efficiency testing and replacement, heating system repair and replacement, and insulation installation.

Works with income-eligible households (homeowners, renters, and landlords) to improve the energy efficiency of the home (single family units, manufactured housing, and 1-4 building rental units). Considers weatherization efforts including insulation and air sealing; home heating sources, hot water tanks, carbon monoxide or smoke detectors, solar options and more, to ensure the health and safety of homes. Grants offered through New York State Energy Research and Development Authority (NYSERDA) for income-eligible households, referrals and assessment also available.

Provides assistive technology loans up to $30,000 for hearing and vision aids, communication devices, environmental adaptions, wheelchairs, and home or vehicle modifications.

Offers free weatherization assistance to income eligible Erie County residents outside the City of Buffalo. Pending an energy evaluation, program may: - Clean and tune, repair, or replace the heating and/or water heater - Install insulation to ducts, heating pipe, water heater tank, and pipes - Install insulation where needed, while performing air sealing - Replace windows and doors - Install mechanical ventilation to ensure adequate indoor air quality - Install smoke and carbon dioxide detectors - Evaluate mold and moisture hazards - Install efficient light sources and low flow shower heads - Replace inefficient refrigerators with energy efficient ones

Assists with home weatherization and adaptations such as ramps, grab bars, barrier removal, and modifications.

Offers aid to families in crisis through the provision of personal care items, food vouchers, utility and rent payment assistance, transportation coordination, economic self sufficiency program, referrals to other agencies, and food (see separate listing for food pantry). Provides opportunities to increase children's educational chances for success in school by providing school readiness learning and helping to find and obtain quality child care. Also provides on the job training, teenage pregnancy prevention education, and energy and weatherization home assistance.

A comprehensive energy audit is completed of the home, then based on the results and the income of the homeowners, and other criteria, a program is chosen that best fits their needs.

Provides energy-efficient improvements to homes, including insulation, appliance repair or replacement, and furnace repair or replacement.

* Provides services to make income eligible homes more energy efficient through the weatherization program. Ceiling insulation, attic venting, double glazed windows, weather-stripping, pipe wrap, duct wrap, switch and outlet gaskets, caulking, and other related energy conservation measures.

Provides weatherization services to homeowners and renters who meet the New York State HEAP guidelines. Services provided may include, but are not limited to, insulation of walls, cleaning or replacement of furnaces, weather stripping, and other energy saving measures.

Low-interest loans for down payments, closing costs, repairs, and help securing USDA loans for purchases/repairs. Provides assistance to Broome and Tioga Counties.No heat situation: Furnace has had to have been in working condition in last year. Can not do repairs or replacement on an emergency basis. Follows all processes put in place by HCR. (application, audit, then can go into the home if the home and applicant eligible) The furnace repairs/replacement has to a part of a broader work scope.Must have lived in home for one year whether a rental or own home. If they receive HEAP or SNAP then they are categorically eligible.

Provides free professional home energy assessment to qualify for, EmpowerNY, Weatherization Assistance Program and Assisted Home Performance with Energy Star.Program eligibility is determined by household income.

* Provides no-cost energy efficiency solutions to income-eligible New Yorkers. During the initial visit, the EmPower New York contractor will evaluate electricity use and cost, and may provide some minor improvements at no cost. Examples include:

• Install high efficiency lighting as needed
• Review and adjust your thermostat setting for maximum comfort and savings
• Check and adjust your hot water temperature
• Evaluate the need for high efficiency shower heads and aerators, and install if needed
• Measure the energy use of your refrigerators and freezers. These may be replaced with new ENERGY STAR models, at no cost to you, if your old appliances use a lot of energy
• Check for carbon monoxide and evaluate the need for CO and smoke detectors

Helps New Yorkers make smart choices to create a more energy-efficient home. After an at-home assessment, participants may apply for financing to help pay for home improvements.
