* Provides no-cost energy efficiency solutions to income-eligible New Yorkers. During the initial visit, the EmPower New York contractor will evaluate electricity use and cost, and may provide some minor improvements at no cost. Examples include:

• Install high efficiency lighting as needed
• Review and adjust your thermostat setting for maximum comfort and savings
• Check and adjust your hot water temperature
• Evaluate the need for high efficiency shower heads and aerators, and install if needed
• Measure the energy use of your refrigerators and freezers. These may be replaced with new ENERGY STAR models, at no cost to you, if your old appliances use a lot of energy
• Check for carbon monoxide and evaluate the need for CO and smoke detectors

Offers energy conservation measures, health and safety measures, methods of reducing fuel consumption, insulation, heating system repair and replacement, and other minor repairs related to energy needs for residents of Allegany, Cattaraugus, Livingston, and Wyoming Counties.

Offer long-term home health care featuring the following: nursing care, home visits, case management, physical and occupational therapy, speech and hearing services, social work services, personal care, homemaking and housekeeping services, home health aide, nutritional counseling, respiratory therapy, medical supplies and equipment and medical transportation. Waivered services include personal emergency response system, housing improvement, home maintenance, social day care and transportation and respite care.

Weatherization methods include heating efficiency measures such as a cleaning and tuning of the furnace or boiler repairs; infiltration measures such as weather-stripping, caulking, repair or replacement of windows and exterior doors; provision of interior or exterior storm windows; conduction measures such as insulation; and repairs. After approval of application, a comprehensive professional energy audit of the applicant's home will be conducted. Based on the audit and the funds available, weatherization measures will be installed. When work has been completed, a post-inspection will be completed to ensure adherence to state weatherization program standards.

Assists with home weatherization and adaptations such as ramps, grab bars, barrier removal, and modifications.

Federally funded program designed to help low-income households meet the high cost of home energy. Both those who pay separately for heating costs and households whose heat is included in their rent may be eligible for a one time regular benefit. Additionally, households with a heating emergency may also be eligible for an emergency benefit and and/or a Heating Equipment Repair/Replacement (HERR) benefit. The HEAP year generally begins in mid-November and closes in mid-March or when the program funding is exhausted. There is also a Clean and Tune benefit, which provide energy efficiency services to eligible households prior to the start of the heating season. Such Services may include the cleaning of primary heating equipment, minor repairs, installation of carbon monoxide detector, etc. A cooling component that assists medically needy households with the purchase of air conditioners may also be available during the warmer months. Most benefits are paid directly to the heating/utility vendor. The income guidelines and benefits amounts are subject to change on a yearly basis. Provides on-site emergency food pantry for residents of specific streets in the City of North Tonawanda (call for details) and information on meal planning and budgeting. Provides rent, mortgage, and utility payment assistance to low income individuals and families when funds are available; funds are currently unavailable. Fair Housing Advocacy Program assists individuals who feel they are victims of discrimination when purchasing or renting a home. Offers information, assessment, and referral to the appropriate federal, state, or local human rights agency or court. Provides housing location services and landlord/tenant advocacy. Individual advocacy, information and referral, application assistance, asset management, and budget counseling are also available.

Offers several programs to assist with housing needs. Emergency Assistance Program: Intended to address emergency situations such as utility service interruption (plumbing, heating, electrical) and the repair of specific house systems that are in poor or dangerous condition (roof, chimney). Conditions noted with each request for emergency assistance will be verified by a representative of the Office of Strategic Planning. Property must be well maintained and structurally sound. 50/50 Program: Offers a conditional grant for low-income first-time home buyers who are purchasing an existing one or two bedroom home in need of rehabilitation in the City of Buffalo. Grant is to assist in the rehabilitation of the home being purchased, amounting to one half of the rehabilitation cost up to a maximum of $25,000. City funds are used to match private financing for renovations to bring the property into compliance with local standards and lead-based paint hazard reduction requirements. Weatherization Program: Offers funds, up to $5,000 per structure, to assist homeowners in the City of Buffalo to make their homes more energy efficient and protected from the elements. Eligible expenses through this program include weather-stripping and caulking of doors and windows; cleaning, testing, and repairs of heating systems; adding insulation to walls and ceilings; and minor repairs as needed. Program is available city-wide to income-eligible owner occupants who meet program application guidelines. Down Payment & Closing Cost Assistance Program: Provides financial assistance to low and moderate income first-time homebuyers for closing costs related to the purchase of their first home. Funds are provided as an interest-free conditional grant/loan with a five-year term that is secured by a second mortgage on the property. Home Repair Program (currently unavailable until further notice): Offers housing repairs such as replacing windows, doors, furnaces, and hot water tanks. Program is available to income-eligible owner occupants who meet program application guidelines. Targets 20 owner-occupied homes for critical home repairs in the 14214, 14215, and 14216 zip codes of the City of Buffalo.

Provides several programs that enables low to moderate income homeowners to reduce their heating and cooling cost by making their homes more energy efficient. A comprehensive energy audit is completed of the home, then based on the results and the income of the homeowners, and other criteria, a program is chosen that best fits their needs.

Works with income-eligible households (homeowners, renters, and landlords) to improve the energy efficiency of the home (single family units, manufactured housing, and 1-4 building rental units). Considers weatherization efforts including insulation and air sealing; home heating sources, hot water tanks, carbon monoxide or smoke detectors, solar options and more, to ensure the health and safety of homes. Grants offered through New York State Energy Research and Development Authority (NYSERDA) for income-eligible households, referrals and assessment also available.
