Community Energy Advisors can connect clients with low cost financing, rebates, and grants toward energy efficiency and weatherization upgrades. Possible measures include weather stripping, air sealing, insulation, customer education, and appliance upgrades. Upgrades do not include windows, roofs, or building repair.

Provides eligible homeowners with a free energy assessment or energy audit. Assessments are conducted by a participating home performance contractor. Helps homeowners and renters of 1-4 unit family homes by providing a means to affordable energy efficient improvements and upgrades. Common work includes adding insulation, reducing drafts, and repairing or upgrading heating systems. Energy upgrades are eligible for low cost, low interest loans and incentives for income-eligible households. Income eligible households are eligible to receive a discount covering 50% of the cost of eligible energy efficiency improvements up to $4,000 per project for single-family homes. 2-4 unit residential homes with income-eligible residents may qualify for a discount of up to $8,000.

A needs assessment will be conducted to determine what energy conservation measures are needed caulking windows, weather stripping, etc for client's home, and the appropriate referrals and linkages will be made.
Offers a weatherization programs to low to middle income single-family homeowners that need help with making their home safe and energy efficient. Services can include ceiling insulation, attic venting, double glazed windows, weather-stripping, water heater blankets, caulking, air conditioners and other related energy conservation measures.
Provides funding to income eligible seniors who are home owners to make needed weatherization repairs and renovations to help bring down the utility costs in their homes.
Provides assistance to elderly homeowners or renters 60 and older with minor household chores or repairs that do not require the skills of a licensed craftsman. Homeowner provides and pays for all materials and supplies. Priority is given to low income and low income minority elderly.

Helps low and moderate income households save energy and money toward energy improvements made to their property. Through EmPower+: - Households can receive a no cost comprehensive home energy assessment to pinpoint where energy and dollars are being wasted and receive a customized plan to lower energy usage. - No-cost direct install improvements identified during the assessment can be installed by participating program contractors. - Households can receive financial discounts on the cost of energy efficiency improvements. Program is open to income-eligible owners and renters of 1-4 family households. Low-income, single-family households are eligible for no-cost energy efficiency improvements capped at $10,000 per project. Moderate-income single-family households are eligible for a discount of up to 50% of the cost of eligible work capped at $5,000 per project. Renters will need to have landlord/building owner permission to take advantage of core energy efficiency improvements through EmPower+. Customers can apply for low-interest financing through NYSERDA’s Residential Financing offers. Additional information on financing options can be found here: https://www.nyserda.ny.gov/All-Programs/Programs/Residential-Financing-Options Eligible households can receive incentives toward the following prioritized core energy efficiency improvements including: - Attic, wall, and rim joist insulation - Air-sealing to reduce drafts - Health & safety items - Mobile-home underbelly insulation - Replacement of inefficient refrigerator/freezer units For homes that have had air sealing and insulation completed, contractors can make recommendations to upgrade other equipment including: - Cold climate air source heat pump - Heat pump hot water tank - High efficiency gas heating upgrades (Household should be evaluated for heatpumps first)

Assists area residents in developing asset based thinking by providing financial literacy training, basic budgeting, and home appliance loans to combat predatory lenders. Loan programs and Cottage Industry Assistance Program target low to moderate income existing and prospective individuals. Chautauqua Microenterprise Loan Fund and the Women and Minority Microenterprise Loan Fund Programs help small businesses by providing small business start up and expansion loans. The small business incubator offers small businesses an opportunity to grow and stabilize with subsidies around rent, business services, and technical assistance. Serves as a Warming Center during times of excessive cold and as a Cooling Center during times of excessive heat. Always call ahead to make sure a Warming/Cooling Center is open before going there.
