Provides a variety of services related to the state's Uniform Fire Prevention and Building Code and the State Energy Conservation Construction Code. In close coordination with community officials, DCEA oversees the enforcement practices of local governments in matters pertaining to building construction, fire prevention and energy conservation. Regulates and provides technical assistance and training to probation departments in 57 counties and New York City; trains probation officers employed by these local agencies; and oversees and develops standards for alternatives to incarceration programs administered by government and not-for-profit organizations and agencies across the state. Also oversees and funds 20 county-based, Re-entry Task Forces, composed of community-based organizations that provide housing, treatment and employment services to individuals returning from state incarceration to their communities. ##REENTRY##

Advocates for alcoholism and substance abuse services in Western NY. Contracts management of local programs receiving state funds. Provides regional planning for services, regulatory oversight to all licensed drug and alcohol programs, and oversight of prevention, recovery and housing services that provide OASAS services. Acts as an advocate for all county youth under age 21; assists not-for-profit agencies, organizations, and municipalities to carry out programs for youth; acts as a conduit for state aid from the New York Office of Children and Family Services (OCFS) and conducts an annual funding process to distribute those funds. Also conducts various outreach efforts throughout the county; conducts needs assessment and planning activities; and maintains an extensive up-to-date website on youth services available throughout Chautauqua County.
