WE CARE FUND | NASSAU COUNTY BAR ASSOCIATION

BUREAU OF CONTRACT MANAGEMENT (BCM) - CONTRACTS, GRANTS, AND REQUESTS FOR PROPOSALS (RFPS) | NEW YORK STATE OFFICE OF CHILDREN AND FAMILY SERVICES (OCFS)

The Bureau of Contract Management (BCM) is responsible to work with program managers to provide technical Assistance and guidance to program staff in order to complete the procurement, purchasing and contract processes necessary to enable our Agency to provide the essential services to children and families across New York State.

BCM works with program staff during the contract development phase and is tasked with submitting all procurement and contract transactions to the OAG and OSC for approval; reviewing purchase requisitions and sourcing purchase orders, performs the required SFS transactions to set up contracts and purchase orders to pay claims through SFS and using the OCFS Contract Management System (CMS) develops contractual transactions through their entire life cycle.

BCM also ensure Contractor Compliance by reviewing all Not-For-Profit prequalification documents assigned to OCFS, checking with the OAG on Charities Registration status, checks for compliance with Workers Compensation and Disability Insurances, and conducts Vendor Responsibility determinations. Currently, BCM enters and submits all OCFS' B1184 requests for all purchases/contracts and procurements and reviews them for compliance with MWBE and SDVOBE goal establishment and compliance.

This Bureau is solely responsible to work with the contractors for all Legislative Initiative Contracts assigned to the agency which range from 850 to 900 annually.
