Provides a comprehensive early childhood development program for children ages 3-5 of low income families, as well as family support services. Specific education, health and social services objectives focus on cognitive and intellectual development, physical and mental health, as well as the nutritional needs of the child. Assists low and moderate-income residents of the Town of Islip with housing and public service programs and eliminates blighted and deteriorated conditions in the Town's neighborhoods and commercial districts. Programs include housing rehabilitation for low income Islip homeowners, affordable housing for prospective first time homebuyers, commercial storefront improvements in downtown target areas, and promoting energy efficiency for all Islip homeowners. The entire township of Islip is eligible for most programs, with other programs targeted to downtown target areas in Bay Shore, Brentwood and Central Islip.

Facilitates a community center offering a single-point of entry to all ACCORD services and partner agency services including referrals to other programs and services and follow-up care for individuals in need. Administers enrollment of low income families using friends or family for child care in a DSS program that provides child care subsidies.
