Provides regular scheduled bus service throughout the city of Elmira and between Elmira and Corning (Corning Community College), Elmira and Ithaca (Cornell University), Elmira and Horseheads, and from the Chemung County Transportation Center in Elmira to the Corning Transportation Center, as well as to the Elmira-Corning Airport. On request bus service available on all routes except commuter routes. Offers curbside pickup for individuals living within 3/4 of a mile of a bus route. Deviation is not available on commuter routes.

Funds, manages, and oversees all state programs designated to protect and enhance the environment including air resources, environmental permits, environmental remediation, fisheries, forest rangers, forestry, law enforcement of environmental conservation law, materials management, real property services, water and wastewater, and wildlife information and education. Region 4 covers Albany, Columbia, Delaware, Greene, Montgomery, Otsego, Rensselaer, Schenectady, and Schoharie counties.

Maintains all town roads including paving & repair, snow removal, street sweeping, and signage in the Village of Newport. Picks up residential brush & leaves and provides waste management information for Village of Newport residents. Responsible for developing, maintaining, and operating the system of aqueducts, reservoirs, channels, pipelines, mains, laterals, curb boxes, and pumping and purifying equipment by which the community's water supply is obtained, treated, stored, and distributed to consumers in the Village of Newport.

Provides the following services:

• Information and referral on all services
• Long-term care needs of the elderly
• In-home assessment of elderly clients and development of specialized care plan
• Case management to link clients to needed services
• Advice for clients and family

Also provides home health services and adult day care to eligible clients as funding permits; may be able to share cost for home health and adult day care services. Caregiver Resource Center has been developed to offer support, information, and services to those who care for seniors and to seniors who care for family members who are under the age of 18.

Provides subsidies to employed persons for the cost of day care for children ages 6 weeks to 12 years in certified day care homes, day care centers, group homes, or acceptable informal providers.

Allows individuals with physical disabilities or chronic illnesses to choose, hire, train, schedule, supervise and dismiss their own personal assistants. Personal assistants can be a relative, friend or neighbor. No certifications are needed. Care may include any of the services typically provided by a personal care aide, home health aide or private duty nurse, such as housekeeping, cooking, bathing, dressing or giving medications.

Holds court for small claims, tenant/landlord disputes, civil, criminal and traffic matters.

Provides seasonal flu and pneumonia vaccines, along with information and public awareness of the flu, how to prevent it, and what to do immediately if anyone comes in contact with someone with symptoms of the flu. The Seasonal Flu shot also includes the H1N1 strain. Please Note: Children under 18, pregnant women, or adults with chronic medical conditions should receive the vaccine from their primary doctors or obtain a prescription for the vaccines.

Provides home-based case management services to families with children experiencing challenges that may lead to safety risks.

A program that provides supplementary nutrition in the form of a meal at the beginning of the school day for school children. It is available for free or at reduced price for those who qualify. In the U.S., the program is federally-funded and is available to income-eligible school age children. Public and private, nonprofit schools participating in the program are reimbursed for the breakfasts served.

Offers twelve-step mutual support programs that are open to individuals with a desire to discontinue drug use. Also maintains lists of ongoing groups throughout the community. Internet-based groups are also available.
