A federal program that lowers the monthly cost of phone and internet. Eligible customers will get up to $9.25 towards their bill. Customers can use Lifeline for either phone or internet, but not both. Lifeline is a program of the Federal Communications Commission (FCC). Offers a Support Center available to assist customers 7 days a week.The Lifeline Support Center can help customers:

• Find companies that offer Lifeline-supported services
• Look up the company they are using
• Answer questions about how the Lifeline program works

Provides a home safety inspection performed by Health Inspectors/Educators, followed by information and supplies to improve home safety. Home inspection visits include an assessment for indoor air quality, asthma control, carbon monoxide poisoning, fire and burn safety, lead poisoning hazards, unintentional injury, smoking cessation, and housing and property maintenance, along with information about all of the above. Following the home assessment, intervention products and services are provided according to need and interest. Free products include: smoke detectors and batteries, CO detectors, child safety products, cleaning supplies, asthma trigger management supplies, and radon test kits to qualifying families. These products are only available for households that undergo the home safety inspection.

Provides hot, sit-down meals for individuals and families. Thanksgiving meal provided by sit-down or take-out on Thanksgiving Day; see Hours below for 2025 details. Delivery available within the City and Town of Lockport only for residents over 60 years old.

Provides a weekly respite care program for adults at Community Action's Eastern Orleans Community Center in Holley, NY. Provides respite for caregivers with organized activities, support, and supervision for those they care for.

Sells gently-used clothing, household items, and furniture at value prices to support the workforce development programs that help people find jobs and build careers. Donations gratefully accepted.

Provides free breakfast and lunch to any kids and teens ages 0-18 as well as young adults with disabilities through age 21.

Investigates all crimes that involve persons under the age of 16 years. The Juvenile Offices are located within City Hall separate from the police department complex. This affords parents and juveniles a more comfortable and private atmosphere in which to talk to the Juvenile Officers.

After-school, on-campus youth mentoring program for children in the area, ages 5-15. Buddies come to the St. Bonaventure University campus once a week throughout the academic year and engage in activities with their mentors who are trained St. Bonaventure University students.

Works to improve quality of life for families suffering from trauma, including but not limited to disease, disability, domestic violence, fire, and loss. Provides family support, clinical support, case management, resources, education, and financial negotiations. Program does not give out funds but works with the clients in medical bill negotiations, equipment donations, prescription assistance, coordination with doctors, getting volunteers to assist at home, and obtaining grants for medical, prescription, and other needs. Services are not limited to any specific disease, disability, or age group, but are based on how trauma as affected the family unit.

Provides goal-oriented, in-depth case management to assist families in overcoming barriers like generational poverty and crisis. A case manager will work with the family to create goals, connect with community resources, and celebrate successes along the way with the aim of guiding families towards self-sufficiency and financial stability.

Democratically run supportive living for persons in recovery from drug and/or alcohol addiction. Use of drugs or alcohol, disruptive behavior, and non-payment of rent are causes for dismissal from the house.

Provides education for adults and high school students in skilled trades leading to high demand career fields including short term certifications in health care, welding, and commercial driver's licenses. Longer educational programs in a variety of trades lasting 1-2 years are also available. Also provides free Adult Basic Education classes in Dunkirk and Jamestown, as well as ESL classes and High School Equivalency preparation.

Provides Saturday morning basketball from January-March and Little League baseball in the spring. Various summer activities in July and August provided by the Community Support Group.

Provides financial relief to low-income New York households by making their electric and/or natural gas utility bills more affordable through monthly bill discounts.

Responds to calls for service, via 911. Regulates traffic, provides police protection, protects rights of persons, detects and apprehends violators of the law, and prevents violations of the law. Community Police Officer works with residents to address quality of life issues and improve police/community relations.

Integrated preschool education for three to five year old children with and without disabilities. Offerings include half and full-day classes, before and after-school care, social worker, nurse, specialized therapies (speech, occupational, physical), sensory room, community events (autism parent support group meetings and workshops). Preschool classes are also offered at two off-site locations in the City of Niagara Falls.

Supportive living residence with three 3-bedroom apartments for males who have successfully completed a substance use disorder program, allowing residents to focus on recovery, educational, vocational, and life skill goals.

A decision-making committee to determine eligibility and the appropriate level of services for preschool children aged 3-5. The CPSE is a multidisciplinary team established to conduct meetings to develop, review, or revise the Individual Education Program (IEP) of a student with a disability. The parent or legal guardian is included as a member of the committee.
