A low-cost initiative available to property owners, qualifying families, and home-based daycares. Provides lead hazard identification and contracted labor and supplies* to remediate and control lead hazards (*value not to exceed the cost of correcting lead hazards only). Property does not have to be owner occupied to qualify. All work is performed by EPA-certified lead abatement contractors. Qualifying properties will receive:

• Free lead-based paint inspection and risk assessment (valued at $800/unit)
• If identified as lead and/or healthy homes hazards, new windows, doors, siding, trim, exterior and interior painting, porch repair and home safety measures

Program is NOT intended to perform non-lead-related renovations or home rehabilitation work, although some funds may be available for minor healthy home improvements.

Provides comprehensive immigration services as well as extended case representation for client's ongoing legal needs, including: naturalization and citizenship, adjustment of status (green cards), family re-unification, asylum, employment authorization, travel documents, temporary protected status, Deferred Action for Childhood Arrivals (DACA), and removal defense. Program is committed to high-quality and full-scale immigration legal representation for refugee communities, as well as representing asylees, parolees, and other low-income immigrant populations throughout Western New York. Languages accommodated include Afar, Amharic, Arabic, Burmese, Czech, Farsi, French, Georgian, Hindi, Karen, Karenni, Kibembe, Kiganda, Kinyarwanda, Kinyamulenge, Kinyabwisha, Kirundi, Kiswahili, Kpelleh, Kurdish, Lingala, Lorma, Mai Mai, Nepali, Pashto, Persian, Portuguese, Somali, Spanish, Swahili, Tajik, Tigrinya, Turkish, Russian, Ukranian, Udru, and Uzbek.

Recruits, trains, and supports foster parents including those providing therapeutic foster care in kinship homes, traditional two parent homes, single parent homes, same-sex couple homes, and racially diverse homes. Services include the following:

• Offers emergency support 24 hours a day, 7 days a week.
• Offers monitored visitation with birth family.
• Offers Licensed Social Worker and Mental Health professionals as well as case managers.
• Offers support groups and training to Foster Parents as well as respite (babysitting) if needed and assistance in all areas of care.
• Provides psychiatric services when needed.
• Practices and trains in trauma informed and trauma sensitive environments and approaches.

Provides free breakfast and lunch for any kids and teens ages 18 and under (and young adults with disabilities under 21).

Care Managers help identify and link clients and their families to services that can help meet their medical, social/emotional, behavioral, and basic needs. Clients are youth up to 21 years of age with active Medicaid, diagnosed with chronic physical and/or mental health conditions, HIV/AIDS, or Complex Trauma.

Provides assistance to victims and witnesses of crime. Services provided include: Assists with application for New York State Crime Victim Compensation; assists victims who have reported crimes to local law enforcement agencies; provides court preparation, accompaniment, and emotional support; offers referrals to counseling agencies, shelters, medical services, and others; and assists victims who are in need of information from Corrections, Parole, and Probation Services.

An information resource connecting families to community resources and child development information. Help Me Grow's focus population is children ages 0-6 years old.Offers the following services:- Centralized access point for information on general child development and parenting topics- Referrals to community resources- Linkage navigation and follow-up to ensure families connect with resources- Developmental questionnaire for children ages 0-72 months (6 years)- Developmental activities for parents to use at home- Partnerships with service providers and child health providersThe Ages and Stages Questionnaires (ASQ) are family completed screenings that provide information on how a child is meeting their developmental milestones. Results and activities are shared with families upon completion to show how to support their children's development.

Serves children/youth at-risk for out-of-home placement due to educational, community or home-based concerns. Also serves children/youth who are currently in out-of-home placement whose discharge could be accelerated if preventive services were in place. Primary Goal is to safely maintain children in their own homes whenever possible and to greatly enhance the prospect of that permanence.

1 and 2 bedroom apartments for seniors 55 years of age and older.

A 12-week evidence-based program that assists families in developing foundational skills to increase their competency in parenting through educational groups and supportive individual weekly phone check-ins with parents. Program teaches and empowers parents to create a healthy, safe, and nurturing environment in which children can experience optimal growth and development. Parents learn how their behavior impacts their child's well-being and sense of self. Curriculum focuses on communication, parent/child relationship and bonding, appropriate discipline, and more. Also focuses on meeting the special needs of children with more severe behavioral and emotional difficulties. Class facilitators are certified in the "Incredible Years" model and engage parents in understanding their child's developmental, behavioral, emotional, physical, and social needs. Classes are currently offered virtually for 1.5 hours each week. Certificates of attendance are provided to participants who complete the program. Classes are currently being offered in a hybrid format, allowing parents to attend in person as well as online.

Provides hot, sit-down meals for individuals and families. Thanksgiving meal provided by sit-down or take-out on Thanksgiving Day; see Hours below for 2025 details. Delivery available within the City and Town of Lockport only for residents over 60 years old.

Staff can provide limited transportation for certain services. Aspire of WNY CILS Division can support people with developmental disabilities living in the community with family, friends, or on their own, and can assist with the exploration, planning, and implementation of community based supports. Offers a variety of supports designed to best meet an individual's needs and desires to promote, support, and maintain their active engagement in the home, work, and community.

Program provides crisis phone intervention, support, and referrals to anyone who is going through a crisis. Mobile Crisis Team may be activated for individuals who are at heightened risk and provides on-site assessment and intervention services at homes, schools, and within the community to adults, teens and children in various stages of crisis in order to prevent psychiatric hospitalization by linking and/or re-linking individuals with necessary services, including Community Crisis Intervention services, Hospital Diversion, and others which provide the individual with stability. Participates in the 9-8-8 Suicide and Crisis Lifeline. Anyone who calls 9-8-8 from Niagara County will be connected with Niagara County Crisis Services.

A 7-week educational program for persons convicted of driving while intoxicated or impaired. Course content focuses on defensive driving, alcohol and substance abuse education, and where appropriate, referral for evaluation and treatment. The program seeks to provide early intervention by identifying individuals with problems and by educating participants of the impact of driving under the influence. Participants are enrolled in the program through the New York State DMV.

Conducts property transfer surveys which includes bacteriological water analysis and testing of on-site waste water treatment systems. Regulates all public water supplies as defined by Part 5 of the NYS Sanitary Code. Oversees cooling tower registry and reviews water testing results. Investigates special issues including rabies, radon, nuisance complaints, smoking in public, emergencies related to Public Health, West Nile Virus/Eastern Equine Encephalitis, mosquito vector surveillance, and control measures as warranted. Provides free rabies clinics for dogs, cats and domesticated ferrets in various locations throughout the year. Call or go online to find locations and register. Responsible for food service establishment permitting, education, and inspection. Oversees permitting and enforces the NYS Sanitary Code for Bathing Beaches, Children Camps, Swimming Pools, Temporary Residences, Tanning Salons, and Tattoo and Piercing Parlors. Investigates and oversees the abatement of lead-based paint hazards in dwellings where children under 6 years of age resides.

Scholarships are awarded through colleges that offer accreditation by the Middle States Commission on Higher Education and/or the Board of Regents of the University of the State of New York and/or the Council for the Accreditation of Counseling and Related Programs (CACREP).
