Provides information and support to individuals with mental illness and their families.

Contracted by Chemung County to provide services for child, adolescent and adult residents with acute and persistent emotional and mental health problems through NYS OMH licensed outpatient mental health clinic services. Programs support emotional, social, and mental health promotion, psycho-education, and recovery. The clinic offers early intervention prior to onset of chronic or severe psychiatric problems; seeks to prevent hospitalization or re-hospitalization; and offers community education and consultation services for clients, their families, and the community. Services are prioritized for children and adolescents identified as Seriously Emotionally Disturbed (SED) and adults identified as Seriously Mentally Ill (SMI).

Helps very low and low income families to rent housing in good condition; provides direct payments to property owners on behalf of families/individuals to cover part of the rent. No emergency assistance available. Project based rental assistance is also available at Hawthorne Court in Elmira, Knoxville Senior Housing in Corning, Seneca Manor in Hornell, Lake Street Senior Apartments in Hammondsport and Village Square in Painted Post.

Provides hands on learning experiences to parents and child in the home using a research-based curriculum called, Parents as Teachers. The program focuses on connecting child development with parenting behaviors to provide tools to raise a happy, healthy, confident child and to help prepare children for kindergarten. Meetings are once per week for 90 minutes, around the parent's schedule. Socialization opportunities are provided to the children and families twice per month.

Provides opportunities for scouting to all boys and young adults in the counties served and support all units, and their volunteer leaders. Council is made up of all the chartered organizations and their volunteer scouters. Offers Cub Scout program to boys and girls, kindergarten through fifth grade. Offers Scouts BSA program is for boys and girls in sixth grade to age eighteen. Offers co-ed Venturing and Exploring programs which provide opportunities to experience career exploration in specific areas and high adventure for youth 14-20. Through an extensive on hands stem program we provide learning opportunities to youth through scouting for character development, citizenship and leadership training.

Provides building code information as well as ensured local building codes are enforced including taking and investigating reports of violations. Issues building permits.

Provides assistance enrolling eligible children, families and individuals in low or no-cost state health insurance plans including Medicaid and Child Health Plus. Assists in enrollment with small business health insurance. Additional help is provided navigating the health insurance marketplace for people not eligible for state health insurance options.

Provides financial assistance for energy bills during the heating season.

As of January 1, 2014 this program was phased out due to new options through NY State of Health (NYSOH) and the Affordable Care Act (ACA). Open enrollment into the marketplace began October 1, 2013.

Facilitates various monthly support groups to help in the adjustment to blindness and offers the opportunity to discuss with others how they are dealing with their vision loss.

Provide comprehensive preventive, diagnostic and treatment services on an inpatient or outpatient basis for individuals who have cancer.

Offers home delivered meals for individuals that are unable to shop for own meals or unable to prepare own meals. Includes chilled meals, and bulk meals with an in-home assessment.

Provides information regarding property taxes. Helps individuals determine if they may be eligible for a tax exemption program and processes applications. Accepts property tax payments.

Offers discounted bus fares and passes to eligible individuals. Discounts are not available for route deviation service.

Pick up and impound or return if known, to their owner’s domestic dogs who have strayed from their homes. Also included enforce laws and complaints regarding dogs who have bitten someone or are otherwise making nuisances of themselves. Most animal control programs are unable to handle nuisance wildlife, which should be referred to D.E.C.

Offers various mental health related support groups to help individuals connect with others that are in a similar situation and are willing to offer mutual support. Ongoing groups include those related to individuals living with behavioral health issues. Also offers an in-patient treatment center for adults who feel like doing harm to themselves or to others as a result of depression, substance abuse or other mental health conditions.

Accepts residential, commercial, industrial and construction and demolition waste. Also accepts many recyclable materials, most at no charge. Does not provide hauling services nor process some types of materials. Drop Off Stations/Transfer Stations are available as an alternative to curbside pickup. Large amounts must be taken to the shredder station or the landfill. Call for a list of items accepted and applicable fees.

Provides electronic equipment which connects frail elderly individuals or people who have disabilities with participating hospitals, paramedics or other sources of emergency assistance. A unit is connected via the telephone line and a pendant is worn by the individual. If the person needs assistance, they press the button on the pendant and the unit dials 911 who will dispatch emergency responders. If the smoke detector is set off, the unit dials 911 and they dispatch the fire department. The system will work if the person is outside within 500 feet of the base unit.

Provide support and guidance for people who have adopted a child, or would like to adopt. Places and monitors children who are in need of alternative living arrangements with private family homes that are licensed to provide foster care. Offers training for families who wish to offer foster care services in their homes.

Assists after school and youth programs in obtaining and implementing evidenced-based programs. COPE specifically is designed o help children, teens and young adults deal with anxiety, stress and depression by teaching them how to develop the skills needed to stop negative or unhelpful thoughts and start thinking, feeling and behaving in more positive ways.

Offers monthly bus passes and bus tokens for purchase. Monthly passes can be used an unlimited number of times to ride public transportation during the month that it was purchased. Each bus token is valid for one boarding.

Offers alcohol and drug screening to adolescents that want to overcome substance use disorders.

Offers subsidized rental apartments to low-moderate income individuals with a disability or to the elderly.

Provides food and service to individuals in the community who are in need. Also offers formula and diapers as available.

Hears cases involving vandalism, disorderly conduct, public intoxication, traffic violations, and other offenses that happen within the city or town. Accepts payments for restitution or fines ordered through the court.
