Energy upgrades are eligible for low cost, low interest loans and incentives for income-eligible households.

Grant is to assist in the rehabilitation of the home being purchased, amounting to one half of the rehabilitation cost up to a maximum of $25,000. City funds are used to match private financing for renovations to bring the property into compliance with local standards and lead-based paint hazard reduction requirements.

These areas have lower rates of poverty, violent crime, and unemployment, along with higher school rankings for a better quality of life for families. Mobility Coaches assist with finding housing in a well-resourced area, work with participants to develop family, vocational, and/or educational goals, and link participants with community resources to help them to meet these goals.
MMP provides comprehensive support to tenants participating in the housing mobility program described above through the following secondary services:
- Financial assistance for moving expenses and security deposit for housing in designated opportunity areas
- One-hour workshops on housing search techniques, tenant rights and responsibilities, and basic financial skills

Necessary home repairs through grants to low income families, seniors, veterans and persons with disabilities for owner-occupied single-family homes. Distributed on a first-come, first-served basis. Does Not Cover Cortland County Residents Access to Home grant: helps frail elderly and people with disabilities make exterior and interior modifications to their homes, e.g., installation of ramps, lifts, handrails, expanded doorways for wheelchairs or walkers and adaptive modifications to kitchens and bathrooms. These grants are available to mobile home owners even if they do not own the property on which the home sits. Home grant: No age restrictions; covers a home's interior and exterior. Property is inspected; work is put out to bid to contractors on the approved contractor's list. Lengthy process, but homeowner rarely needs to pay anything. Also covers mobile home replacements for families who own the property on which their current mobile home sits. Gross annual income limits, depend on household size. Affordable Housing Corporation grant: No age restrictions. Bishop Sheen pays 60% of the cost of one major repair; homeowner or another agency pays the remaining 40%. Open to mobile home owners if they own the property on which the home sits.
